TIME & PROGRAM ARRANGEMENT
By introducing programs and urban furniture that allow public utilities, The area can naturally be repopulated and therefore, cultural activities amongst the youth and also adult and elder can be encouraged. Within 24 hours, different time slots will accommodate different programs.
The programs include Kopitiam, exhibition, giftshops, bars, hotels, bar extension to the back alley, small security stations (to manage or limit the excess “informality” of the area), etc. However, the "informality" requires certain limitations to prevent hazards and unwanted activities. Therefore, small security stations are introduced to monitor or impose slight control.
In the target area, the proposed implementation involves some government agencies in the management of both spatial and temporal.

National Environment Agency (NEA): The NEA's primary task is maintaining cleanliness and hygiene standards in the main street and back alley. And the second is managing the transformable kiosks of back alleys, including moving and folding the components to fulfil the management requirement, as well as daily nurturing the landscape interventions.

Land Transport Authority (LTA): The LTA oversees the management of Singapore's transportation network, including the roads and pedestrian walkways in and around Pagoda Street.

Singapore Tourism Board (STB): The STB promotes Singapore as a tourist destination, including attractions such as Pagoda Street. It supports advertising and organising the tourist event on the main street, including coordinating the transformable kiosks on the main streets.

Enterprise Singapore: Enterprise Singapore supports the growth and development of local businesses, including those operating on Pagoda Street.

People's Association (PA): The PA supports community activities and events, including those held on Pagoda Street.

Singapore Police Force: The police force stationed in the main street kiosks is responsible for 24-hour community order maintenance, especially in the face of unstable factors caused by the 24-hour economy (bars, kopitam). Tasks include guarding and patrolling.
